If you are in business, why would you urge your customers to buy less of your product?

Because you didn't have enough to go around. Right?

Now suppose you are a sheltered monopoly, a power utility, given basically a license to make money. Shouldn't you be expected to at least have enough capacity to carry the full load of the captive customers you own?

Seems not. but here's what we can do.
